A couple of us are familiar with Destiny and what you're talking about here. From our point of view, the Ghosts would qualify as separate characters, because they possess sentience and distinct personalities of their own.
Within this setting, characters don't technically die, it's temporary. If they do happen to be killed off then they are automatically revived regardless so immortality isn't really something that is needed here. Communication is handled via the in-game network system and the world doesn't have the kind of technology that would need to be hacked etc. The only building that isn't accessible is the Palace and that's not somewhere that can be broken into under any circumstances unless an event allows it.
Just to clarify, this isn't an outright no! I think we just need a better understanding of why you feel the Ghosts are really needed in this type of setting?
Our issue really is that we feel it would be essentially playing two separate characters at once, so a compromise we've discussed is potentially allowing your characters to have their Ghosts but essentially nerf them. But only in the regard that they're reduced to purely being a robot rather than sentient beings. They would still be able to perform all of their other usual roles and still grant your characters their powers so they don't lose out on their abilities. If that would be an agreeable compromise for the two of you?
